In 1919 Hager participated with the “Iron Group Berthold” in the suppression of the Bavarian Council Republic. [2] From 1919 to 1921 he studied modern languages at the University of Munich. In 1922 and 1923 he passed the state exam for teaching in modern languages. He married in 1923. In the following years he earned his living as a teacher at the humanistic high school in Hof and at the upper secondary school in Bayreuth.
On December 1, 1929, Hager joined the NSDAP and shortly afterwards on February 1, 1930 in the Sturmabteilung (SA). After the leadership of the SA storm Bayreuth he took over the leadership of the SA-Standarte 7 (Bayreuth) in September 1931, soon after that of the Gausturm Upper Franconia in November 1931. In the Reichstag election of July 1932, Hager was elected as a candidate for the NSDAP for constituency 26 (Franconia) in the Reichstag of the Weimar Republic. Also in July 1932 he was promoted to SA senior leader. After his mandate was confirmed in the following five Reichstag elections - in November 1932, March 1933, November 1933, March 1936 and May 1938 - he was a member of the German Parliament for almost nine years until his death in September 1941. One of the important parliamentary events in which Hager was involved during his time in parliament included the vote on the Enabling Act in March 1933, which was also passed with his vote.
In August 1934, Hager was appointed head of the Bayreuth district. With effect from September 1, 1934 appointed to the Studienrat, and with a certificate dated December 10, 1937 to the Oberstudienrat. On May 1, 1938, Hager was appointed district leader of the Bayreuth-Eschenbach district. In addition, there were functions as leader of SA Brigade 77 (Upper Franconia) and head of Gau training at the Gaues Bayerische Ostmark.
At the beginning of the Second World War, he was an active officer in the Wehrmacht. He died on September 27, 1941 as a captain in military operations in Ukraine.
