The manufacturer Observator in Rotterdam produced optical devices for the Wehrmacht. The device does not have a crosshair, but does have 2 green transparent crescents that can be adjusted around the axis
The device is in excellent condition.
Observator is a Dutch manufacturer and supplier of maritime instruments, especially during wartime

In 1924, the "New Rotterdam Instrument Factory Observator N.V." was founded near the harbor at Westzeedijk 52, which specialized in the manufacture and supply of measuring instruments, especially for nautical needs, such as compasses, sextants, barometers and chronometers.
