This is a quarter telescope for the Askania Kinotheodoliten which was also used for the V2 rocket program Peenemünde.
Originally two of these 10 x 60 mm telescopes were mounted to the left and right of the Kinetheodolite and were used to track the V2's trajectory through the sky.
