The slide-on loop is from the Eisenbahn-Pioneerregiment 3. The double webbing loops underneath mean that the wearer was an officer cadet officer applicant or reserve officer applicant
It is a typical home jacket as a replacement for the tunic. Probably shortened because the carrier was smaller.
The helmsman's badge belongs on the left sleeve, but that's how the jacket was found.
