He was elected to the district council in 1856, the Silesian Provincial Diet in 1861, and the Prussian House of Representatives in 1862—a body in which he served continuously until 1879.[3] From 1867, he sat in the Reichstag (North German Confederation), and from 1871, in the Reichstag (German Empire). In an effort to support Prussian army reform, he joined the small conservative parliamentary group but soon felt compelled to leave, as his liberal views on domestic policy did not align with those of the faction.
His attempts to establish a centrist party that reflected his political views did not succeed until August 1866 (shortly after the Battle of Königgrätz). Together with others, he founded the Free Conservative Party, which adopted the name "German Reich Party" (*Deutsche Reichspartei*) in the Reichstag in 1871. As one of the party's leaders, Count Bethusy exerted significant influence—particularly in the North German Reichstag—through his efforts to mediate between the liberal parties and the Prussian government; in the House of Representatives, he helped bring about administrative reform. From 1873 to 1879, he also served as Second Vice President of the House of Representatives; however, upon his appointment as *Landrat* (district administrator) for the Kreuzburg O.S. district in 1879, he withdrew entirely from public life. Consequently, he resigned his Reichstag seat on January 3, 1880.
